What We Do

Office of People's Counsel is an independent Maryland State agency that advocates for Maryland’s residential utility consumers. We work to make sure utility service is reliable, safe, reasonably priced, and supportive of the State’s environmental and climate goals. We represent the interests of residential customers of natural gas, electric, private water, and telephone utilities in matters before the Public Service Commission, federal regulatory agencies, and the courts. We also talk to the public to help people understand their utility bills and answer their questions.
